Who we are

The Berkeley County Volunteer Guardian ad Litem Foundation is a 501c3 tax exempt organization that supports the children of our county who are placed under the legal care of the South Carolina Department of Social Services per the Family Court system. Each child is required to have a Volunteer Guardian ad Litem (GAL) assigned.

The primary project of the GAL Foundation is the annual Angel Tree Campaign which provides Christmas gifts to Berkeley County each year. The Berkeley County GAL Foundation also sends Berkeley County children to summer camps and recognizes them on their birthdays with a gift card. The Foundation at times has stepped in to provide medical items when they are not provided by Medicaid.

Meet the Officers & Members

  • Kimberly Jones

    PRESIDENT

    Kimberly, a native of Detroit, Michigan, is a devoted servant leader, advocate, and woman of faith with a lifelong commitment to community service. She earned an Associate’s degree in Office Administration from Ferris State University and a Bachelor of Science in Management Studies, with a minor in Paralegal Studies, from the University of Maryland.

    Kimberly spent 14 years in Corporate America and completed 23 years of distinguished Federal service. Following her retirement, she has continued her dedication to advocacy and volunteerism. She served for several years as President of her Community Association in Maryland, has been a Volunteer Guardian Ad Litem (GAL) in South Carolina since 2010, joined the Guardian Ad Litem Foundation in 2018, and currently serves as President of the GAL Foundation.

    A proud former military spouse, Kimberly traveled throughout the United States and lived abroad in Germany and Italy alongside her now-retired Air Force husband before settling in South Carolina. She is an active member of the Berkeley County Alumnae Chapter of Delta Sigma Theta Sorority, Inc., where she was honored as Delta of the Year and currently serves as Chair of the Girls’ Mentoring Program. Kimberly also faithfully serves her church through youth leadership and the Women’s Missionary Society.

    Above all, Kimberly treasures her roles as a wife, mother, and proud grandmother to Nalani and Amare.

  • Dr. Regina McNeil

    VICE PRESIDENT

    Dr. Regina McNeil was born and reared in Anniston, Alabama. She dedicated her life early to Christ at The Greater Thankful Baptist Church. After high school, Regina graduated from Alabama A&M University with a Bachelors of Science in Computer Science and a minor in Mathematics. Later she received her Masters in Systems Engineering and PhD in Engineering and Technology Management.

    Dr. McNeil has worked at various Department of Defense contracting firms in her career but settled with a career in what is now known as the Department of War. She serves as a Competency Supervisor and Software Engineer.

    Dr. McNeil has been an advocate for giving back to the community. She has devoted many years of volunteerism and social activism through organizations such as Second Chance, Meals on Wheels and Holiday Homelessness Help. She currently serves as the VP on the G.A.L. Foundation of Berkeley County board.

    Dr. McNeil mentors PhD fellows and is an active member of Delta Sigma Theta Sorority, Inc. She has one son who has committed to a career of service as a uniformed member of the U.S. military. Regina continues to propel her faith, obedience and spiritual stewardship through her active membership and commitment as the Technology Director of the Mount Olive Missionary Baptist Church. When she has spare time, Regina likes to read, watch Korean dramas and self-teach herself the French language.

  • Donna Cirincione

    PARLIAMENTARIAN

    Donna was born and raised in Munhall, PA just outside of Pittsburgh, and graduated in 1990 from Miami-Dade Community College with an Associate of Arts Degree in Business Administration and then went onto Florida International University to study Business Administration with a minor in Computer Sciences. She received a Certificate in Project Management from George Washington College in 2001.

    From 1997 through 2020 Donna was employed by The Boeing Company in Seattle, WA. She started as an Information Technology Analyst until IT was outsourced, then she moved onto Project Management with the Developmental Commercial Programs working alongside the Design Engineers on a variety of commercial airplane programs including the 737 MAX before retiring.

    Having retired from The Boeing Company, due to the Covid Pandemic in 2020, she relocated to Summerville, South Carolina to be near her family, Charleston and the beaches. After Donna began volunteering with the Guardian Ad Litem of Berkeley County in January 2023, she started to work with the GAL Foundation in October 2023 to help the children even further. She currently holds the Parliamentarian role working with the GAL Foundation Board. 
She is also a member of her Berkeley County Party as First-Vice Chair and New Member/Welcome Committee and is Lead on the Contest Every Race Grants.  She also supports the Closet of Hope, Period Pixies and the Public Works Art Center in Summerville.
